A Growing Community Meets Experienced Leadership

Flower Mound, Texas, located in the Dallas–Fort Worth Mid-Cities region, is a rapidly growing community that demands a budgeting process capable of keeping pace. When the town’s longtime CFO retired and the town lost its budget director, Flower Mound brought in Meg Jakubik as its new Director of Budget Services.

Jakubik carried significant experience with ClearGov from her previous organization and arrived with a strong point of view on how budgeting modernization should look. She and the newly-hired CFO joined the organization at the same time, giving Flower Mound a fresh leadership team that was aligned from day one on adopting a more digital, efficient budgeting process.

Challenge

Manual Tools Couldn’t Keep Up With a Modern, Fast-Moving Community

Before ClearGov, Flower Mound relied heavily on ERP tools and spreadsheets to develop its baseline budgeting. Capital projects, personnel budgeting, and operating budgeting were each handled in separate files, requiring repeated manual entry and limiting visibility across the organization. For a fast-growing community, the process required too much manual effort to repeat year after year.

Implementation

A Rapid Rollout Supported by a Hands-On ClearGov Team

Flower Mound’s implementation timeline was defined by how quickly the town moved from kickoff to a council-ready digital budget book, rather than by comparison to other implementations. 

The town began implementation in June and published a fully produced Digital Budget Book by the end of July. Jakubik’s familiarity with ClearGov helped accelerate the pace, but ClearGov’s hands-on support was equally essential. Jakubik and ClearGov staff routinely met via Zoom to work through data mapping, configuration decisions, and early interface adjustments.

Digital Budget Book’s interactive tables and calculation functionality enabled Flower Mound to address questions that surfaced once council members began reviewing the book, by displaying complete reference columns for historical comparisons and percentage changes. The same functionality also supported exporting clean PDF versions for elected officials who preferred printed materials.

After the upfront setup work in year one, the team began seeing tangible efficiency gains in subsequent cycles.

Digital Budget Book’s templated reporting functionality allowed Flower Mound to automate the creation of its budget document, replacing manual formatting with a structured framework that could be published quickly and updated without rework.
